The Regulatory Reform Strategy and the Action Plan

In order to further improve and introduce a strategic approach in the area of regulatory reform, the Government of Serbia adopted on 09.10.2008. a Regulatory Reform Strategy for the period 2008-2011.

The Regulatory Reform Strategy envisages the application of efficient regulatory simplification and harmonization tools aiming at establishing favorable economic environment, reducing legal insecurity and increasing competitiveness of the domestic economy on the global and European markets.

To that end, the strategic goal of the regulatory reform of the Republic of Serbia is to establish a regulatory system which:

• Promotes economic growth and social welfare;
• Supports national competitiveness protecting national interest at the same time;
• Is efficient in achieving planned goals at minimum cost;
• Significantly reduces (by at least 25%) the administrative cost for economic entities and regulatory compliance by year 2011.;
• Improves the international rating of Serbia (for ex. in the WEF Global Competitiveness Index and the WB Doing Business Study for at least 20 positions).

In order to achieve the above-listed objectives, the regulatory reform strategy provides for activities in four main areas:

1. One-time elimination of redundant and unnecessary regulations – Comprehensive Regulatory Reform (CRR);
2. Strengthening RIA – i.e. the existing regulatory quality control system in the course of creating and adopting regulations;
3. Establishing the tools for maintaining the quality of regulatory environment both at country and local levels;
4. Establishing the tool for coordinating regulatory activities.
